Blair Morrison
Chief Executive Officer

Blair Morrison is the Chief Executive Officer of BC Financial Services Authority (“BCFSA”). He also serves as B.C.’s Superintendent of Financial Institutions, Superintendent of Pensions, Superintendent of Real Estate and the Registrar of Mortgage Brokers as well as Chief Executive Officer of the Credit Union Deposit Insurance Corporation (“CUDIC”).

Prior to joining BCFSA, Blair held progressively senior roles with some of Canada’s major institutions. He most recently spent over 11 years with the Bank of Montreal (“BMO”) in senior roles in Legal, Compliance, and Procurement. Prior to joining BMO, he served in senior legal roles with TMX Group and Nortel Networks Corporation.

Blair holds a Bachelor of Commerce from Queen’s University and a Bachelor of Laws from The University of Western Ontario.

Chris Carter
Vice President of Financial Institutions and Mortgage Brokers Market Conduct

Chris Carter serves as Vice President of Financial Institutions and Mortgage Brokers Market Conduct with BC Financial Services Authority (“BCFSA”). He oversees the market conduct of B.C.’s mortgage brokers, insurance companies, credit unions, and trust companies. Chris joined BCFSA, and its predecessor the Financial Institutions Commission, in 2012.

Prior to joining BCFSA, Chris led high-profile trade and investment development initiatives with B.C.’s Ministry of Trade and Investment. These initiatives included the rollout of the province’s Asia network and the design of high-level business networking programs during the 2010 Winter Olympics. With the Government of Australia, Chris advanced Australia’s international education interests through market development, bilateral relations, and policy initiatives.

Chris holds a Bachelor of Laws and a Bachelor of Commerce from Murdoch University in Western Australia.

President, CMBA-BC

Deb White opened White House Mortgages in January 2005, with herself and an assistant. White house can now be found in 4 locations with 23 brokers throughout the Okanagan Valley. As an award winning broker Deb prides herself on her ability to find the best rate for her clients’ mortgages and to find solutions to even the most difficult mortgage approval.

In addition to being business minded Deb is also community minded. Deb had the honor of being Chairperson for the Vernon Winter Carnival for 5 years and has been on the board of directors since 2011. Deb has also been the Director and Secretary of the Funtastic Sports Society, helped establish Carrol-ing For a Cause, has volunteered at the Knox Mountain Hill Climb for 27 years, has been on the board of directors for the Mortgage Broker’s Association of British Columbia and most recently supported Teens Count Too. Currently Deb is the President of CMBA-BC.

Geoff Parkin
President, MBIBC

Geoff Parkin is currently CEO of Select Mortgage Corp. and has worked in the financial services industry for over 30 years. He holds both CPA and Chartered Financial Analyst designations. Prior to his time with Select Mortgage, he held various positions at Pacific Coast Savings Credit Union in Victoria and most recently at Coast Capital Savings Credit Union as VP Subsidiary Operations which included real estate, mortgage broker operations, and real estate appraisal.

He currently lends his time as a member of the board for the BC Children’s Hospital Foundation Finance Committee, President of the Mortgage Brokers Institute of BC, and Board of Variance member for the City of White Rock. Previous industry volunteer roles have included President, and Chair Ethics Committee for the Mortgage Brokers Association of BC.
