What You’ll Learn in This Webinar
Join us for an essential session on the transition to the Mortgage Services Act (MSA), and what it means for brokers, principal brokers, and brokerages in British Columbia.
While BCFSA has not yet released all regulatory guidance on many aspects of the new framework, this webinar will help you understand what’s known so far and how to start preparing. Additional webinars will be scheduled as new information and guidance become available.
In this session, you’ll:
- Understand the new licensing framework and categories under the MSA, and learn how licensees, principal brokers, and brokerages must align across categories to remain compliant.
- Explore the transition education pathways for brokers and principal brokers with BCFSA.
- Examine the evolving duties and compliance standards — including disclosure, suitability, governance, and recordkeeping — and hear directly from Designated Individuals (DIs) about the practical challenges they anticipate.
- Gain insight into the proposed fee structure and business impacts, including potential additional costs for multiple license categories, branch offices, and Personal Mortgage Corporations (PMCs).
- Understand BCFSA’s enhanced oversight powers and enforcement tools.
- Discuss industry challenges and strategies, identifying potential bottlenecks and practical steps brokerages can take to prepare and adapt.

Veronica Armstrong
Veronica Armstrong is the Founder and CEO of Veronica Armstrong Law Corporation, with nearly 20 years of experience practising securities law in Canada and a background in corporate and international finance law. Formerly leading an international legal team at Nedbank in South Africa, she now advises investment firms on securities and anti-money laundering compliance, providing clear-language policies and staff training focused on cultural and regulatory change.
A graduate of the University of Stellenbosch School of Business, Veronica combines legal expertise with an entrepreneurial mindset, helping business owners navigate complex issues with clarity. Since moving her firm to Steveston in 2015, she has built a collaborative team dedicated to accessible client service.
Her leadership and community contributions have been recognized with several awards, including BC Toastmasters’ Toastmaster of the Year and a community service award from The Chinese Association in South Africa.

Justin Noda

For Justin Noda, the mortgage business is both a career and a family tradition. With more than 18 years of experience, he continues a legacy that began when his mother-in-law launched one of the first Mortgage Centre Canada franchises in 1991. Justin has served in various roles throughout his career, including broker, franchise owner, underwriter, and senior compliance & operations leader across major Canadian networks.Currently, as Chief Compliance & Operations Officer at A Better Way Mortgage Group, Justin leads compliance, operational systems and strategy, and regulatory development across BC, Alberta, and Ontario. He has extensive experience in FINTRAC policy, training, and innovation, having developed and implemented national-level compliance frameworks and controls to enhance oversight and efficiency across broker networks.
Justin was recognized with the 2024 Unsung Hero Award at the DLC Team Blue Spirit Awards for his leadership and commitment to integrity within the mortgage industry. As the former co-host of the “Mortgages, Eh?” podcast, he’s known for bringing clarity and authenticity to discussions on compliance and the business of brokering. He now hosts “Behind the Brokerage” on The Mortgage Broker Podcast—a monthly segment exploring industry updates, compliance best practices, and practical insights for brokers.
He is passionate about supporting brokers and agents through education and collaboration, helping them navigate the complexities of compliance and operations with confidence and clarity.
